Welcome to the November Tourism Update

This month’s newsletter follows productive meetings held by the Tourism Industry Council and the English Destinations Forum, with the EDF securing record attendance rates. This newsletter also has updates on the Discover England Fund and the Seasonal Workers Apprenticeship Pilot.

English Destinations Forum


The second English Destinations Forum was held on Monday 21st November, with several very productive discussions and thoughtful presentations from core cities, heritage cities, rural, and coastal Destination Management Organisations (DMOs). The event had a record attendance from both DMOs and Local Enterprise Partnerships (LEPs), while Minister for Sport, Tourism & Heritage Tracey Crouch and Jacqui Ward from the Department for Communities and Local Government attended in the afternoon.

Tourism Industry Council

The Tourism Industry Council was held on Wednesday 23rd November, chaired by Tracey Crouch, alongside industry co-chair Simon Vincent of Hilton Worldwide. It was also attended by Robin Walker, Parliamentary Under Secretary of State at the Department for Exiting the European Union. The day was an opportunity for experts on the Tourism Industry Council to put forward evidence and priorities to both Robin Walker and Tracey Crouch on issues such as the labour force, access to the EU single market, aviation and EU funding - as well as the potential opportunities that lay ahead.

Seasonal Workers Apprenticeship Pilot

The Skills Funding Agency (SFA) is running a pilot for businesses that want to employ apprentices that work on seasonal contracts. All tourism and hospitality businesses interested in participating, including those with a direct funding contract, or those without an existing arrangement with a training provider, should contact This email address is being protected from spambots. Discover England Fund update

VisitEngland have now announced all 21 successful applicants for round one funding from the £40 million Discover England Fund. Grants are being awarded to projects and organisations that help ensure that England stays competitive in the rapidly growing global tourism industry by offering world-class English tourism products to the right customers at the right time. 

The deadline for Expressions of Interest for Round Two (larger two-year collaborative projects of a minimum value of £1m) closed at the end of October. There were a high number of Expressions of Interest and the applicants that will be invited to make full bids will be contacted in the coming weeks. Decisions on final projects will be made in spring 2017.

The Great Place Scheme

A reminder that the deadline for full applications is 12 January 2017. We expect the Heritage Lottery Fund and Arts Council England to announce the 12 successful Places in the pilot phase of the Scheme by the end of March 2017. You can apply by visiting the Great Place Scheme website.

The Great British Food campaign is encouraging tourists to follow their tastebuds to discover exciting new British destinations. Follow their Instagram account for some delicious inspiration.

Welcome to the September Tourism Update


This latest newsletter follows hot on the heels of the launch of the Tourism Action Plan which includes information on the Discover England Fund, and reveals the first round of winners. The newsletter also sets out details about the Tourism Industry Council and an announcement from HM Treasury regarding funding for projects following the decision to leave the EU. 

Launch of the Tourism Action Plan


The Tourism Action Plan was published just before the August bank holiday and sets out a series of new initiatives and measures to help Britain out-compete other major tourism destinations, welcoming more international visitors than ever before and seeing more “staycations” as Brits holiday at home.

England Fund

First winners announced
 


The first seven winners of the £40 million Discover England Fund have been announced. The successful projects include an online platform that brings together England’s golf-related businesses and a scheme highlighting experiences and itineraries along the South West Coast Path.

Funds are being awarded to projects and organisations that help to promote tourism outside of London and improve travel to these towns and cities. The second round of funding will focus on large-scale collaborative projects, worth more than £1 million and delivered over a two year period.

 
Coastal Cities
 

Support for tourism destinations revealed 


Alongside the Tourism Action Plan, the Department for Communities and Local Government announced support for a number of coastal cities and towns. 20 coastal community teams will be set up to work with the local populations to restore tourist attractions to their former glory. 

The scheme will build on the work of the 118 nationwide team of volunteers already working to improve their coastal communities.

Announcement

Treasury confirms continuation of funding


On the 13th August, HM Treasury published correspondence between David Gauke, Chief Secretary to the Treasury, and David Davis, Secretary of State for Exiting the European Union, regarding EU funding commitments. The letter sets out the Government's commitment to funding EU projects following Brexit to help address uncertainty for industries and organisations which are recipients of this money. 

 

Event Support Programme launched

The first application window for this funding closes on 16th September. VisitBritain (VB) has launched its four year Event Support Programme to help the UK’s international business events industry grow and develop. VB will offer advocacy from Government Ministers, overseas diplomatic missions and the Department of International Trade as well as a funding pool, which is open to applications. 


The Great Exhibition of the North 

The event will be held in the summer of 2018, and will celebrate the great art, culture, and design of the North of England. Following an open selection process, four cities/towns were shortlisted in July: Blackpool, Bradford, Newcastle Gateshead and Sheffield. The Great Exhibition of the North board, chaired by Sir Gary Verity, will now make a recommendation to Ministers on which city/town should host the Exhibition, and we hope to make an announcement shortly.

Tourism Industry Council 

The Tourism Industry Council met on the 5th September. This was the first meeting since the vote to leave the EU and focussed specifically on the impact of Brexit on the industry. The minutes will be published on gov.uk very shortly. 

The Great Place Scheme

VisitEngland visit figures released

Latest figures from VisitEngland show a 15% increase in the number of day trips across Great Britain between January and July 2016 compared to the same period in 2015. These visits were worth £31.7 billion in total, an increase of 8% on the year before.

DCMS - Government invests £40 million and cuts red tape to boost tourism across England

•  First recipients of Discover England fund announced to encourage tourists to travel beyond London
•  Government publishes Tourism Action Plan

Towns and cities from across England will benefit from a £40 million fund to deliver new tourism outside London and ease travel around Britain, helping visitors from abroad as well as Brits holidaying at home to explore the wealth of tourism opportunities across the country.

The announcement comes as we go into the August bank holiday – the perfect time to enjoy the world class attractions the UK has to offer.

The first grants from the £40 million Discover England fund have been awarded to projects and organisations in different geographic areas to join up and create offers that can attract tourism outside of London.

Funding will go on projects to shine a spotlight on some of the country’s great cultural and sporting assets, from music festivals to championship golf courses and our world-class cuisine. This investment in tourism and support for local businesses will ensure that Britain remains a world beating destination for visitors from across the globe.

2015 was a record-breaking year for UK tourism - with over 36 million overseas visitors spending £22.1 billion. The tourism industry and the Government are working hand in hand to build on this success to generate more investment and jobs right across the country.

The Government has also today, Friday 26 August, published its Tourism Action Plan which includes a series of new initiatives and measures to help Britain out-compete other major tourism destinations, welcoming more international visitors than ever before and see more “staycations” as Brits holiday at home.

The new initiatives include:

  • Making travel easier with a new GREAT tourism rail offer, including five new easy to book rail itineraries to help tourists seamlessly travel around the UK. The Government in association with VisitBritain and the Rail Delivery Group will launch a competition for five pairs of people to road-test the itineraries.
  • Addressing the industry’s seasonal nature through a flexible apprenticeship scheme that allows training to be completed over 16-18 months rather than 12, with breaks included.
  • Cutting red tape with sensible regulation by changing licensing to allow B&Bs to offer a welcome drink, and modifying vehicle licensing will allow B&B owners to pick up visitors from train stations.

This work is supported by industry partners including:

  • A £10.2m partnership between VisitBritain and Expedia to market Britain abroad to key markets including USA, Germany and France.

Prime Minister Theresa May said:

“Tourism is vitally important to the UK and the sector goes from strength to strength. Our stunning scenery, centuries-old monuments and cultural traditions continue to draw visitors from both home and abroad.

“The British people’s decision to leave the European Union creates real opportunities for growth and we will work in close partnership with the tourism industry, to ensure it continues to thrive as negotiations on the UK’s exit progress.

“We are making it easier for visitors to travel beyond London and experience all of the world-class attractions the UK has to offer, to make sure the benefits of this thriving industry are felt by the many and not the few.”

“We will make sure Britain is even more attractive, accessible and welcoming to visitors.”

Secretary of State for Culture, Media and Sport Karen Bradley said:

“With world-class museums, fantastic heritage sites and stunning countryside the UK has a lot to offer tourists - from both home and abroad.

“Through the Discover England Fund and working with the industry, I look forward to helping further strengthen tourism outside of London to ensure that growth from the sector is enjoyed right across the country.”

This comes as the Communities Minister Andrew Percy sets out plans to establish 20 new coastal communities teams in our seaside towns, that are so vital to the tourist economy. This will build on the work of the 118 team of volunteers already working to make their communities better places in coastal towns around the country.

“Across our Great British Coast we’ve got an amazing variety of resorts to be proud of from Cleethorpes to Brighton and beyond.

“People in those areas can now come together and bid for Government cash to revive tourist attractions to their former glory.

“We’ve got sight-seeing gems that are a match for anywhere in the world and I’d urge families to take a trip down to the seaside to discover them.”

Telling the Stories of England
UK Countryside Tours will develop packaged, themed itineraries focused on rural tourism targeted at the US market. These will include thematic and geographic tours that tell the story of England’s history, nature and landscape, people and culture.

South West Coast – Amazing Experiences
The South West Coastal Path Association’s project will address the demand from overseas visitors to improve access to a holiday exploring the coast of the SW. It will achieve this through the creation of a range of 3, 7 and 14-visitor itineraries that combine the walks, scenery, things to do, places to eat and sleep along with the logistics of how to travel from place to place.

Gardens, Gourmet and Going Local
VisitKent’s project will provide international visitors with a world-class, integrated, bookable product to explore England’s regional gardens and gourmet offer. They will collaborate with Leisure Pass Group to offer a bookable Garden & Gourmet pass.

Golf Tourism England
Golf Tourism England will create easily bookable itineraries, promote experiences and unite the trade network to drive the inbound golf tourism market in England.

England’s Seafood Coast
English Riviera Tourism Company’s project will lay the groundwork for the transformation of the Riveria’s status as an international seafood destination. This project will map the current English Rivieria seafood product and visitor experiences to ensure it can be joined up and packaged for visitors.

Incentive England
Currently incentive travel to the UK is directed at London and Scotland. Leopold Marketing’s project will identify and map suitable international incentive products, develop itineraries and coach tourism businesses on its importance.

Self-Guided Activity App
Compass Holidays will expand an existing tourism app with technological upgrades that will drive footfall and make it easier to book partner local tourism products. Local businesses will have free profiles and interactive features, driving footfall to attractions, towns and public transport routes, and maximising revenue.

DCMS July 2016 Tourism Update

Welcome to the July Tourism Update


The Secretary of State for Culture, Media and Sport, John Whittingdale gave the keynote speech to the British Hospitality Association’s Hospitality and Tourism Summit last week.

Mr Whittingdale said the Government regards tourism and hospitality as one of the country’s most important industries and will continue to support it and help it grow. The industry is going “from strength to strength” supplying almost one in ten jobs in the UK. He added that Britain attracted a record number of inbound visitors last year and there was record spend on domestic overnight trips too.

He said: “The reason why tourism is so successful in this country, is because our country has so much to offer.  People come to Britain because of our extraordinary heritage, our beautiful landscapes, our great sporting events, our art, some of the finest museums in the world, and our music.

“All of these are why people come to visit Britain.  It was the case last week, it is the case this week, and it will be the case next week.”

Mr Whittingdale said the referendum result offers opportunities as well as challenges and urged the sector to take advantage of them.  He also assured the tourism and hospitality industry that DCMS will engage closely with them as negotiations progress following the referendum.

“My message is that we will continue to welcome visitors from Europe into this country, just as we in Britain will continue to visit countries in Europe.”

“We will be working with you very closely to maintain tourism as one of our most important industries in this country, and to grow it further.”

 

A message from Tracey Crouch


I’m thrilled to be back at DCMS after my maternity leave and am looking forward to resuming my engagement with you all to continue promoting the tourism industry. David Evennett, who covered my period of leave, has done a brilliant job and I'd like to thank him for all of his hard work over the past few months.  

The recent weeks have seen significant changes, and I'd like to take this opportunity to ask each of you what you think the challenges and opportunities will be for the tourism industry. I'm keen to know what you think the impact will be on inbound, domestic and outbound tourism, what you feel should be protected and what could be reformed as we go through this period of change.    

We will be holding a round table with the tourism industry at the end of this month and I encourage you to feed views into the Tourism Alliance and Simon Vincent (co-chair of the Tourism Industry Council) beforehand. To facilitate this, the Tourism Alliance has launched a survey to find out industry views. We will also be bringing forward the next meeting of the Tourism Industry Council to September.

We are committed to ensuring that our vibrant industry which has seen remarkable growth continues to thrive despite our changing world and to do that we need to know your views, so I look forward to hearing from you.

Industry Board

Greater support to be provided


The Events Industry Board took place on 1st June and signed off the process for future support (financial and otherwise) which will be launched soon. The programme will help to win more events for the UK, and support the growth in scale and reach of existing British events. Stay tuned for more information in future newsletters. 

 
UK Visas 
 

New application centres to open in China


UK Visas and Immigration has announced that it is increasing the number of visa application centres in China from 12 to 15. The three new centres in Changsha, Kunming and Xian will start welcoming applicants shortly and will offer many of the premium services available elsewhere, including the popular 3 to 5 day priority visa service.

Manchester to Beijing flights begin


In another boost to ties between China and the UK, there are new direct flights from Manchester to Beijing (#Manchester2Beijing), running four times per week and operated by Hainan Airlines. The route was unveiled by His Excellency Xi Jinping, and the Prime Minister in October 2015.

Encouraging nominations from the tourism industry

Nominations for the 2017 Queen’s birthday honours open soon and close in mid-September. We would love to see an increase in the number of nominations and honours for individuals representing the tourism industry. Nominations can come from a member of the public or by an association or agency. Please consider if there is a candidate who should be acknowledged for their exceptional service to the tourism sector.

Welcome to the March Tourism Update


In this month’s newsletter, Bernard Donoghue looks back at a great couple of weeks for UK tourism, and we discuss the impact of the Budget and the #LoveTheNorth campaign.

This update also follows today's exciting launch of the DCMS Culture White Paper and the National Parks Plan. The Culture White Paper sets out a vision and agenda for the future of the arts, culture and heritage sector. Our heritage and culture are a key draw for domestic and international visitors - and there are positive links between new initiatives like the Great Place scheme, the Discover England fund, and the Great Exhibition of the North.  Our new Events Industry Board also gets a mention! 

We hope this monthly update, along with our blog and social media activity, helps keep you in the loop and we encourage feedback on how to improve communication between government and industry. Also, just a reminder to you all that there won’t be an April edition of this newsletter due to Purdah restrictions.

Tourism boosted by Budget
 

Budget offers financial support


The Budget on 16 March saw support offered to tourist attractions and small businesses. Hull, as the City of Culture, is set to receive £13 million, the Tour de Yorkshire will receive £500,000 for an international marketing campaign, whilst an extra £20 million for the Cathedral Repair Fund will ensure the upkeep of these important visitor attractions. 

It was also confirmed that the Great Exhibition of the North will take place in summer 2018. We will shortly be launching a competition to find a venue in the North of England to host the Exhibition.

Also, small businesses such as B&Bs, the lifeblood of the tourism industry, will benefit from either a reduction in or complete removal of business rates - saving them thousands of pounds.

Campaign sees strong results


In February, VisitEngland launched a £1 million domestic marketing campaign to encourage people to spend their February half term and Easter holidays in the North of England and change perceptions that the North is #OpenForBusiness. The campaign aimed to help northern businesses recover from the recent floods and was supported by Virgin Trains which offered a discount of 30% off advance bookings for trips to the affected areas. 

The campaign has been successful in raising awareness of the flood affected areas, with comms activity reaching over 75 million people in the UK including through BBC, ITV and Sky coverage. There were almost 275k unique visitors to the destination campaign landing pages and 2,676 train tickets were booked with Virgin Trains.

A busy fortnight for the tourism industry


Bernard Donoghue, Chairman of the Tourism Alliance and Director of the Association of Leading Visitor Attractions (ALVA) takes a look back at what has been a very busy fortnight in the tourism industry. 

From English Tourism Week, to the publication of figures confirming another record year for tourism attractions, the industry has not strayed far from the public’s attention. Bernard also discusses the importance of close working between industry and Government.

The Department for Transport has launched a £1 million competition, offering grants to train operators who come up with innovative ways to increase the number of tourist train journeys.

National Apprenticeship Week

National Apprenticeship Week (NAW 2016) ran from the 14 - 18 March. This is part of the Government’s drive to increase the number of apprenticeships to 3 million by 2020. 

Our revamped Tourism Industry Council and Inter-Ministerial Group have met, and one of the first topics discussed was how to help young people forge exciting and long-lasting careers in the tourism industry. This is a key part of a strategy for the sector, and is delivering on the Government's Five Point Tourism Plan.

For example, the Cornwall Apprenticeship Agency (CAA) has been working with SMEs in the leisure, travel and tourism sector to help them grow their workforce with apprentices.

DCMS Announce Tourism Industry Council

The Tourism Alliance has reported that at the BHA Hospitality and Tourism Summit today, Tourism Minister Helen Grant announced the establishment of a new Tourism Industry Council. The Council will be jointly chaired by Helen Grant, Matthew Hancock (Minister for Skills and Enterprise at BIS) and Simon Vincent from Hilton Worldwide.

The Council will comprise 22 members from across the Tourism industry and has a remit to improving skills, increasing the quality and quantity of jobs available and boosting enterprise in the tourism industry. One of the key themes will be for the Council to build on the work already announced by the Department for Business Innovation and Skills who earlier this year announced tourism and hospitality would be part of the trailblazers programme – an initiative designed to develop a clear and concise apprenticeship standards throughout many industries in the UK.

The Council will meet every 3-4 months with the first meeting on 10th July.
